A very communistic lock. One man has a lock. Any man can open it.

You should get your hand around a Barrier Premier lock that's build in Russia nowadays, try to pick that one...
It has a very unique mechanism, despite looking standard from the outside. Once you see the mechanism you will probably understand why it's unpickable.
http://www.polyvector.spb.ru/zamki-suvaldnie/

There is probably a lot of money to be made from removing "love locks" from all the metal bridges around Europe and elsewhere! This guy is so quick he could do a bridge in an hour...much faster than struggling with bolt cutters for two days.

It's the perfect lock for a communist country because everyone owns everything so it should be easy to open so you can use what you own.

Like many things from this era, it seems to be built to be very good at exactly whatever was had in mind for it and not the slightest thing more. Hardy, cheap, and has a easy bypass trick that wouldn't be apparent to just any schmuck expecting a normal lock. You don't always want a lock with super invincible security. It's actually befuddling how secure Masterlock LOTO equipment is compared to the rest of their trash for this exact reason.

And yeah, it looks really cool.

Look, I'm not saying that I buy into the whole 'deterrent' idea thing, but I can only imagine most anyone that would even consider picking their way into something would only look at this weird ass thing in complete bewilderment. I obviously haven't seen one of these up close, but it isn't immediately obvious that it has such a glaring design flaw without seeing the key operate it.

Not that there aren't other 'less brain-more muscle' techniques that would blaze through this thing easily enough(like a torquing attack), but that's beside the point...

No pliers. Use a potato or a beet. Common tools of the day.
